Resolution Format
- Title: Short, topic-specific (e.g. “Promoting Reskilling in the Age of Automation”).
- Sponsors: Main drafters (often 2–5).
- Signatories: Support discussion but not necessarily the content (number required may vary).
- Preambulatory clauses: Context, past actions, reasoning. End with a comma.
- Operative clauses: Actions and recommendations. End with a semicolon; last ends with a period.
- Number operatives (1., 2., 3.); sub-clauses use (a), (b), (c).

Amendments
- Friendly amendment: All sponsors agree; no vote, chair incorporates.
- Unfriendly amendment: Not all sponsors agree; voted on before the resolution (or per committee rules).
- Amendments are usually written in the same clause style (preambulatory or operative) and numbered.
